I understand your concern about the warning system and sound, but it's actually a safety feature required by law. It's designed to make the car more visible to pedestrians, especially those who are blind or have low vision.
I don't think the sound is that annoying, and it's probably not even audible inside the car. As for Bluetooth and Wi-Fi, those features are optional and can be disabled. However, you'll lose some functionality if you do.
I'm not sure why you'd want to disable the retractable steering wheel. If you don't like it, you can simply choose not to use it.
